Not every phone number, that STARTS with +491520 is Spam. MY OWN phone number starts with it. +49 is the phone prefix of Germany and 1520 is a normal beginning of phone numbers that are provided by Vodafone(one of the most popular providers for phone numbers in Germany). But that is no full phone number and you can't say, that every german phone number that is provided by Vodafone is spam. My own

Geben sich als santander bank aus um einen auf internetseiten zu locken
Geben sich als DHL aus "Aufgrund von unbezahlter Nebenkosten konnte ihre Lieferung nicht zugestellt werden"
