Not every phone number, that STARTS with +491520 is Spam. MY OWN phone number starts with it. +49 is the phone prefix of Germany and 1520 is a normal beginning of phone numbers that are provided by Vodafone(one of the most popular providers for phone numbers in Germany). But that is no full phone number and you can't say, that every german phone number that is provided by Vodafone is spam. My own phone number for example has 7 numbers, that comes after that. And YOU NEED THESE NUMBERS to identify the phone number who is spam. Otherwise you would say that many germans, that have a phone number that is provided by Vodafone, have a phishing number.
